Memphis and Shelby County committed to improve its workforce Monday by starting a bid to become one of the ACT Work Ready Communities. The National Career Readiness Certificate (NCRC) workforce credential — offered by ACT, the same company whose exams qualify students for college entrance — complements degrees and other certifications earned....
